Hands-on Training of the E-version of Decision Trees for the Guide for Mandated Reporters – 28 Oct 2025

For the implementation of the Mandatory Reporting of Child Abuse Ordinance (the Ordinance) (Cap. 650), the Government has promulgated the Guide for Mandated Reporters (the Guide) in late-July this year, providing mandated reporters with reference to assist them in mastering child protection principles and identifying suspected serious child abuse cases specified by the law. This guide can be accessed at the following link: https://www.childprotectiontraining.hk/resource-corner. 
Large-scale briefings are organised in September and October for the three sectors to introduce the content and use of the Guide to mandated reporters, particularly, demonstrating the application of decision trees and supplementary analytical frameworks with illustration of sample case scenarios to explain related information.  To help mandated reporters gain a better understanding on the use of decision trees, hands-on training designated for the three sectors are offered by the Social Welfare Department from early October to early December, enabling the mandated reporters to practise and trial the E-version of Decision Trees or apply it in their daily work.  The training schedule is set out as follows –

(Remarks: Please note that, during the trial period, it will not be possible to log in to the “Reporting Platform – Mandatory Reporting of Child Abuse”.  The above password is exclusively for the purpose of this hands-on training.  After the implementation of the Ordinance, accessing the E-version of Decision Trees will not require password authentication.)
All mandated reporters are welcome to join this hands-on training.  Please use the above link and password to access the platform within the trial period.  The password is sector specific and mandated reporters of healthcare sector may freely access the E-version of Decision Trees within the designated trial period.

Online Briefing on the Guide for Mandated Reporters  – 17 Sep 2025

To support the implementation of the Mandatory Reporting of Child Abuse Ordinance, the Government has officially released the Guide for Mandated Reporters (the Guide) and made it available on the e-learning platform for reference by mandated reporters. A series of online briefings will be organised to introduce the content and application of the Guide.
An online briefing specifically for the Healthcare Sector will take place on 26 September 2025 at 4:00 pm. Mandatory Reporting of Child Abuse Ordinance – E-learning Platform  – 17 Sep 2025

The Mandatory Reporting of Child Abuse Ordinance (Cap. 650) will come into effect in Hong Kong on 20 January 2026. Training resources and reference materials are currently available to support mandated reporters, including Educational Psychologists, in enhancing their understanding of how to protect children and meet their reporting responsibilities under the Ordinance, via the e-learning platform: https://www.childprotectiontraining.hk/ .

HKAEP members are now eligible users of assessment tools developed by the HKSpLD Research Team – 13 July 2022

The HKSpLD Research Team has advised that HKAEP would be recognized as one of the eligible user criteria for the assessment tools developed by the Research Team with effect from 24 June, 2022. Extension of the Deadline for Membership Application under the Grandfather Clause – 9 Oct 2021

In view of the impact of COVID-19 on the delivery of public service and individual’s daily activities over the last two years, the HKAEP has decided to extend the deadline for membership application under the Grandfather Clause from 30th October 2021 to 30th October 2022, so that potential applicants could have enough time to prepare the documents required.

The Department of Health (DH) announced today (Oct 31 2019) that Hong Kong Association of Educational Psychologists (HKAEP) has been granted full accreditation status under the Pilot Accredited Registers Scheme for Healthcare Professions (AR Scheme). The HKAEP is authorised as the accredited healthcare professional body responsible for administering a register for the educational psychologists.
